Governmental changes are seen early in 2022 with the announcement by the Prime Minister of the establishment of the Prime Minister’s Executive Office.

On February 7th, 2022, the Prime Minister and Minister of Interior H. E. Sheikh Khalid bin, Khalifa bin Abdulaziz Al Thani issued Decision No. 12 of 2021 establishing the Prime Minister’s Executive Office (the “Executive Office”).

The head of the Executive Office is appointed by the Prime Minister, who may also appoint one or more assistants.

The head of the Executive Office is entitled to submit to the Prime Minister, periodic reports regarding the plans, programmes, projects and initiatives being implemented by government, including outlining any obstacles to implementation.

The Executive Office sits directly under the cabinet, with the objective of: enhancing the effectiveness of government performances; ensuring the achievements of goals set, and results entrusted to ministries and other governmental agencies, public bodies, institutions; and to provide strategic support to these bodies in order to ensure the highest levels of cooperation, integration, effectiveness and achievement in government work.

All Ministries and other government agencies and public bodies and institutions are obligated to cooperate with the Executive Office in achieving its objectives and exercising its competencies, and providing it with the information and data it requires to perform its work.

The objectives of the Executive Office will be undertaken within the framework of the State’s general policy and in coordination and cooperation with the competent authorities.

The Executive Office also has a role in creating a comprehensive database, which includes documenting all plans, programs, projects and initiatives that the Executive Office is following-up, in order to assess the economic, social and environmental impact of plans, policies, projects, programs and initiatives.

The Executive Office shall provide strategic support to government agencies regarding the preparation and training of national cadres in areas that enhance the achievement of the Executive Office’s objectives, including holding meetings, courses and workshops, forming committees and specialized work groups, and seeking the assistance of experienced and qualified people in various disciplines.
